Cheung Tih Chu, a senior police inspector of the Special Crime Investigation Department, is the best crime fighter in the region. However, he is in constant conflict with his new supervisor. Four gangsters stockpile lethal weapons and plan to intimidate a rich merchant for a large amount of money. With the help of a young thief, Ah Wai, Cheung go after the gangsters.
